Limits on who can apply

Primarily, but not exclusively, limited to the Western NY area, educational, religious, health related, cultural and scientific research programs, including such programs which might benefit children and the elderly and such institutions as shall be determined by the trustees, in their sole discretion as enhancing the overall quality of life in the areas served.
