Grants are not made: 1) to individuals 2) to medical research 3) for propagandizing, influencing legislation and/or elections, promoting voter registration, for political candidates, political campaigns or organizations engaged in political activities. 4) for refugee or religious programs or consumer interests 5) for religious institutions limiting services to only one sect or denomination 6) for endowment funds
