About this grant

The NC Tier II Grant Program provides funding to Local Emergency Planning Committees (LEPCs) to expand hazardous materials emergency preparedness programs through response planning, training, and related exercises, including fixed facility planning. Grants are funded from hazardous materials facility fees collected during the Tier II reporting period. Applications for FY26 must be submitted through the Salesforce grants management portal between December 1, 2025 and January 16, 2026.

Eligibility details

  • Notes: All active NC counties and the Eastern Band of Cherokee Indians in North Carolina are eligible to apply, typically in conjunction with their respective Local Emergency Planning Committees (LEPCs). All active LEPCs are eligible for Tier II grant funds. Eligible applicants may submit only one application with one project for FY26. Equipment must be pre-approved by the NCEM HAZMAT program and can only be used for training purposes (not operations).
