About this grant

The Utah Division of Water Quality provides state and federal grants to reduce nonpoint source water pollution through voluntary, incentive-based best management practices. Two funding paths are offered: State Nonpoint Source Grants (Hardship Grant Fund, up to $1 million annually) and Federal 319(h) Grants (EPA Clean Water Act, $900K–$1M annually). Projects include agricultural BMPs, stream and riparian restoration, urban stormwater green infrastructure, watershed planning, and outreach.

Eligibility details

  • Notes: Projects must promote voluntary action to reduce water quality pollution, including BMP construction on private property or education initiatives promoting behavior change. A 9-Element Watershed Plan accepted by the Utah Division of Water Quality must be in place to be eligible for 319 funding. Projects are prioritized if they align with an approved TMDL or existing Watershed-Based Plan and are part of a coordinated, watershed-scale effort. Federal 319(h) requires 40% mandatory nonfederal cost share.
